According to the Customer Support page on Energy Mini Packs, we can use 12 of them a day.

Its really hard to get 6 of mini energy packs, please comment if you are getting over than 6..
Zynga have another move on Energy Pack.They are going to change the Energy pack refill of 125% to 6 small part of mini energy packs.Each time it refill 25% when you use it.It will have 24 hours to use all 6 packs before it is reset.Currently this is on Beta testing and they are picked randomly and Zynga support are unable to put you to be one of the person that can test this.
i am going to love this feature if it is implemented because i have to waste a huge amount of energy when only need few k’s for leveling up.
hopefully all mafia players will accept this feature when it is implemented.
