Family chat is activated for all families I just got it in my account for family chat you will get a pop up including Family Chat guidelines and term of services to activate family chat you must accept those TOS.
After accepting TOS you will get to chat options at upper and bottom of the home page
After connecting Family chat option appears where you can see who is online .in my family no one is online in family chat but they are online on Fabook so maybe they didn’t got the family chat option.
you can see all family members
and you can also chat individually.
If you wanted you can also pop out the chat option
To change your family settings click on the 
icon
This is a slow rollout so your family will also have this feature soon.
